You do not need anything except registered Quake to play RuneQuake.

Right now I don't have time to give this quite the personal attention that I'd like, but unless you have a firewall denying JoeQuake access to the internet I have a pretty good idea of what your problem likely is.
Short term, here are some ways you can try to connect.
1. You can use DarkPlaces to connect. Download from
http://icculus.org/twilight/darkplaces/ ... 071120.zip and type "CONNECT QUAKE.SHMACK.NET" in the console.
2. If DarkPlaces works and JoeQuake doesn't, I know the issue and can recommend a solution (although it is slightly complicated). DarkPlaces is has some smarter network code and I think your issue is that JoeQuake is getting confused by multiple ip addresses being available, something won't confuse DarkPlaces.
Let me know.
If DarkPlaces works, odds are you can use ProQuake 3.98 (
download) using a startup command line of
"c:\quake\glpro398.exe" -dslhack or
"c:\quake\wqpro398.exe" -dslhack or you could use the ProQuake Launcher (
http://www.quakeone.com/proquake).
Either way, if any of the above works I can walk you through how to make JoeQuake work but I'll have to ask you more questions.
