I'm speaking from experience, today would easily have been the best example I can provide.
I find that anytime the community is involved in server management (via in-game commands), it never works as desired. What usually happens is the feature gets abused and does more harm than good.

While I strongly believe muting should be handled by the Quake client itself, my server side solution was to implement a mute list that works much like a ban list except the player gets to decide whether or not he/she wants to filter out the muted clients. You toggle this feature by using the
ignore-mute-client command.
To get an IP address on the mute list, take a screenshot of the offensive chat and post it via PM to me. Including the date would be helpful as well.
