DO NOT need vised maps to have transparent water. Since this is true, how can transparent water be a cheat?
Type this is in the console with normal and un-vised maps ...

And you can play on cheat-free servers just fine with using the above because the maps are not modified, although you won't have transparent water while on those servers because r_wateralpha will be set to 1.
The *ONLY* reason to vis maps is because you are using a 1996 computer with a 1996 graphics card. There were performance issues back then on those clunker computers.

unvis your maps and ask Sarah to join you on quake.crmod.com cheat-free and give a first hand demonstration of your skillz.
And delete that silly IDGamma pak2.pak and start your ProQuake like this ....
c:\quake\glpro.exe -gamma .8
ProQuake does NOT need IDGamma. It has a gamma command line parameter. And, btw, that IDGamma pak2.pak is perfectly acceptable on ProQuake cheat-free servers.
